CLIMATE CHANGE AND GOVERNANCE

This Programme Area focuses on building resilience and accountability in climate action, strengthening climate governance and ensuring that southern Africa’s transition to a low-carbon economy is just, inclusive, and community-driven. By integrating adaptation, mitigation, and human rights, this programme seeks to build resilience and protect vulnerable communities from the long-term impacts of climate change.

Strengthen Climate Governance Structures

A. Support transparent, accountable institutions to implement South Africa’s climate policies.

B. Align governance with the country’s Nationally Determined Contribution (NDC) and Sustainable Development Goals (SDGs).

C. Ensure coordination between national, provincial, and local governments.

Pre-Election and Policy Integration

A. Encourage political parties and leaders to integrate climate change into electoral platforms.

B. Promote fact-based dialogue on climate risks and opportunities for sustainable development.

Community-Centred Adaptation

A. Prioritize vulnerable communities (especially rural and mining regions) in adaptation strategies.

B. Invest in climate-resilient infrastructure such as water systems, renewable energy, and sustainable agriculture. Empower traditional leaders and civil society to participate in climate decision-making.

Mitigation and Just Transition

A. Support South Africa’s transition away from coal and fossil fuels toward renewable energy.

B. Ensure that workers and communities in mining regions benefit from retraining, new jobs, and social protection.

C. Monitor emissions reductions and hold industries accountable for compliance.

Data, Monitoring, and Reporting

Share findings with stakeholders, including unions, political actors, and communities, to build trust and transparency.
